All dice are resolved simultaneously. You don't enter Tokyo before you resolve your dice.You can only yield Tokyo after someone attacks (claws) you.
(Note: you can not leave if you just receive damage, which can happen from cards. There may be cards that attack, but most only give damage, not attacks.)
