No you can't. You only enter tokyo at the end of your dice rolls. So if you roll a claw on your first roll but decide to re roll it it doesn't count. If you have at least one claw at the end of your rolls you then enter tokyo. Any additional claws do not deal damage. Think of it as going on a rampage in tokyo, rather than attacking outside :)

The tokens are for various cards that may come up for sale. You are highly unlikely to need them all in one game, but if you have a look through the cards you'll see when they are used.

You can only yield tokyo when you are attacked from outside. So if you attack from outside, the player inside must resolve all damage first, then decide whether or not to yield to you.
