1. If you keep an attack die, then you have to go to Tokyo.2. When you attacked, you were outside of Tokyo. After the attack, you go into Tokyo. Your attack is finished at that time, so you cannot attack the people outside of Tokyo.
We always try to not be the first ones into Tokyo for this reason.
