Let's say you make your third roll, of two dice, and one lands on a 3, giving you 3 3's and enough points to win by buying the card, but the other die is still spinning. Now the person with the evolution card can play it while the dice are still spinning, since that can be played at any time, while you can't buy the card yet, because the die roll phase hasn't ended. But if you had rolled the dice and they had both landed at the same time, you might have been able to say "I buy this card and win" before he says "I play this card". So under your rules, it can improve your chances to win if you are able to roll dice in such a way that they all land at once, rather than having some land and some keep spinning. I'd rather not have that kind of skill matter in King of Tokyo, so I would rather pay rules where that skill doesn't matter, regardless of what the publisher or a literal reading of the rules says.
The other player missed his opportunity to play his card as soon as I state I'm doing my 3rd re-roll. The dice bouncing and rolling is not a separate part of my re-roll action. It is part of the same action and resolution is instantaneous when the 3rd re-roll is done. There is no slipping an action into the middle of another action. Cards that give additional re-rolls, like Psychic Probe, take place after the 3rd roll or the player choosing not to re-roll and resolution. The cards allow this change in the games flow. Not the players choice. So a player can't play a play any time card that reduces my :star: after a the 3rd re-roll but before resolution.
We play by stating what we are doing.
Rolling, Re-rolling, resolving/not re-rolling, wiping the cards, going to buy a card, buying this card, going to buy again, buying this card...
Never ever have we had a time where someone was playing aggressively fast and OhMyGoogI'mPlayingThishCardOnYouNow-ing. The opposite in fact. It creates a nice steady pace to the game play. If you missed your chance to play a card that would have changed an now resolved effect, to bad. You missed it and had notification of what was going on.
There are only a small few things that this order of operations question affects anyway. Primarily healing after death reducing points after 20:star:.
