Sounds like fun. I want to try it out at next drinking event.
I like the idea of rewarding the current King of Tokyo with less drinking.
I feel the players outside of Tokyo should drink every turn they spend not entering Tokyo.
You could even have a 1 drink per each point of damage suffered ratio. So the harder you are hit the more you drink.
You could also have every body drinks moments. Say someone rolls three of a kind for victory points. Then everyone drinks that many. so three 1s means everyone drinks one time, and three 2s mean everyone drinks 2 times etc.
I am not keen on specific cards having their own rules because it complicates the game unnecessarily. Just have basic rules for when certain things are rolled.
You could have another option be, if a player enters Tokyo they get to make a drinking rule. Sort of like the president in the card game asshole. If you last a full turn or enter you could add rules like: When someone buys a card they drink, or if someone plays a discard card they drink. If you do not roll at least 1 claw drink 3 times etc... And the rule is in effect until you leave Tokyo so it is not too complex.
