Killing other characters is the other winning condition, so what is the problem with it?

It depends on luck and every player's strategy if a win by reaching 20 VP is realistically possible.

(Take a look at how you play. If you are the first in Tokyo, you can stay for a round and on your next turn deal damage to everyone else, then those other players will be rolling for hearts and not you. Then get out of Tokyo early enough so that you are not desperate to roll hearts.)
