If you go into Tokyo with full health and the next player attacks you for one or two, you have to make a guess as to whether the next players are going to try for claws or not. In a six player game, there's a good chance you're going to get pummeled more, so without a bigger incentive most people will yield every time.
Sure. Which means that more people go in, get VPs for going in, and maybe at some point, one of them will end up staying a full round and starting the turn there and get the bonus. As the bonus is good (even just at 2 points), there is enough incentive to try and stay if you can. And if everyone just leaves as soon as they are hit, so what? You still get the 1VP for entering, and you still get the 2VPs for managing to stay.
I guess I don't understand what is gained by further incentivizing staying in Tokyo. Like, there is already plenty of incentive to try and stay if you can (as +2VPs is good). But if Tokyo is an endless stream of folks entering, getting 1VP, and then fleeing, how is this problematic for the flow or balance of the game?
