Why do you need more incentive to stay in Tokyo?
As it is, you stay in Tokyo as long as you can to get victory points. If you leave Tokyo, it isn't 'cause you aren't getting enough victory points; it is generally 'cause if you don't leave Tokyo, you'll get killed--i.e. increasing the victory points awarded for being in Tokyo is unlikely to make anyone stay in Tokyo any longer than it already does.
It's not always this simple. If you go into Tokyo with full health and the next player attacks you for one or two, you have to make a guess as to whether the next players are going to try for claws or not. In a six player game, there's a good chance you're going to get pummeled more, so without a bigger incentive most people will yield every time.
