Someone is always in Tokyo. And when I'm in Tokyo, or a normal person is in Tokyo, they are rolling for claws. They can't heal, and they have to force the other players to heal to try and stay in Tokyo and gain victory points (and kill other players).

A player trying to stay out of Tokyo and roll points should have to withstand a claw attempt from Tokyo at least once for every time they roll -- so it comes down to the roll of the dice. Do they take 10 claws before they can roll up to 20? (Minus dice dedicated to healing, etc.)

What you've described is basically the core of the game to me -- point roller versus death-dealer. It's what makes it interesting to me.
