Actually, in the swedish rules it says that you "have to" enter tokyo if it is empty and that you "have to" enter tokyo if a player yields. It does not say that you cannot enter tokyo on your turn.
What got me thinking in the first place was that we all ended up in tokyo, and that was kind of boring since nothing could happen :)
