Its essentially a micro expansion, similar to the promo cards.
That said, why do we need more cards?
For me, i like the way we seem to get a tiny bit of this and that in the expansions. Not as cheap as your proposed format, but makes it worth their while to publish and gives the shops less sku codes to inventory and stock.
