I do agree with the above as well. However, in my experience, no one is really that bothered about the winning of this game. It's meant to be a quick, fun game where everyone just enjoys the chucking of the dice and resolving the outcomes.I personally think that you shouldn't get too "rules lawyer-y" with this game, and just enjoy the experience for what it is.
That being said, if you do get issues like this, I would say the best way to get around it is house rule it before the game starts.
