A good example of allowing others to play cards is Pandakai's evolution Bamboozle. It interrupts the purchasing of a card to allow the playing of Bamboozle. I would argue that evolution cards trump other plays and allow the interruption of purchasing based simply on the mechanic of Bamboozle.
You'll also notice that Bamboozle makes no statement about "on a players turn" so there is no reason to assume that the playing of Bamboozle causes it to still be a players turn. Therefore, I would not allow it to be played after the victory was achieved.
