If you do decide to make your own cards, I have a file with the deck I made for King of Winnipeg. I've tweaked most of the costs and a few other things. Let me know if you want it. I haven't played with it enough to definitively say that it is better than the deck that comes with the game, but I'm pretty sure it is.

Interesting. Could you tell me more about this?

Essentially, I thought the price of the cards in KoT were too high. I understand why they have been costed as they have, but I don't think it leads to the most fun possible. Collecting energy to buy cards is a weak strategy that one should normally only pursue if circumstances or dice rolls discourage attacking, healing and racking up victory points.

So, I made my own deck. Many of the cards were reduced in price by one energy point, and I made a few other changes. Now, energy is fairly strong and players are encouraged to buy a few cards before going for the throat. I also made my deck thematic to my city, added a few of my own ideas for cards, and removed cards that I didn't think were very exciting/fun-inducing. It's more fun destroying Winnipeg landmarks than "corner store" or "skyscraper".
