Your making an assumption it is early in the game. I can tell you i watched a player take the city after gaining 5 health and held it with only taking 3 damage. one from each player. when you roll three 3's you keep them, now you have 3 dice and 2 rolls to get health and hope for no claw.
again i am not saying this will always happen, but it can change the game too much for me. As you state in the next post there are better choices out there and energy is one of them.
