I think it's plausible enough. If they're all trying to go for just hearts and energy and they all reroll 3 dice for their last role, there would be a 1 in 8 chance that they all accidentally roll a claw. That seems quite plausible to me. Related to mexilplif's issue with your system is that your discouraging attacking Tokyo with smaller attacks. If I played with your rules and I had 1 claw after my second roll, I would almost always reroll the claw in hopes that I don't give the player in Tokyo an extra VP in exchange for a single health point.

Another problem I have with the rule is that it encourages staying it for one more person's turn rather than staying in until it's your turn again. To me, the fact that you don't get rewarded unless you've stayed in for a full round is an important aspect of the game. If you really need to increase the incentive for staying in Tokyo, why not give 3VP instead of 2 in larger games? Or if you are really attached to your gaining a VP for being attacked and not yielding idea, you could make it so that a player only receives these bonus points when they receive the standard 2VP.
