If the intended meaning was that you could not play any more cards when someone scores 20 VP, then that could definitely have been clearer in the rules. When the rules states that you have to survive the turn, and the rules for Evolution cards is that they can be played any time, I believed that they could be played before that player's end of turn.
The problem with this ruling is the timing conflicts this creates.
Let's look at OP's scenario:
Monster A buys a card that gives it 4 VP so that it now have over 20 VP. Monster B plays an Evolution card which makes all monsters lose 2 VP.
But if this is not legal, then what could B have done instead? Well he could have played the Evolution card before A buys the card.
And here's the problem. Let's say A had bought another card first, and then reveals a new card which will give him 4 VP. He realizes that if he buys this new card he'll immediately wins. But B also realizes this and if he plays his Evolution card first, he can stop him.
But what happens if they try to do this at the same time? There's nothing in the rules about who's to act first, so now the game has been turned into a reaction game where whoever has the fastest reflexes succeed.
What if the rule for winning instead was:
The game is over when a monster has 20 VP at the end of a turn or is the last monster standing.
Now there would be no timing issues. Monster A buys the card and has now 21 VP, and of course wants to end his turn, but Monster B says "not so fast" and plays his evolution which makes all monsters lose 2 VP. Monster A has now only 19 VP at the end of his turn, so the game continues.
