This is the opposite of the goal of the game (player elimination).

EDIT: The only dice rolls that I could see someone choosing to ignore are claws when they are outside of Tokyo, but players choosing to ignore those results gives the player in Tokyo more points which again, is the opposite of the goal of the game.
