We play with 5, 6 or 7 players generally, and we play with the following "player" rules :
1. when 5,6 or 7 players remain : Use both Tokyo and Tokyo Bay (standard)
2. when 6 or 7 players remain : Holding Tokyo gains you 3 points.
Even at 3 points, it's normally unsafe to hold Tokyo in a 7p Game, we've considered upping that to 4 points for 7p (leaving it at 3 for 6P), but haven't played it that way yet.
