As others have said, if everyone in your group is trying to stay out of Tokyo and are re-rolling their claws, then the price for staying in Tokyo is pretty low. Generally speaking, I would say that the VPs for staying in Tokyo are not the reason to stay there. Instead, you stay there so that you can try to swing at everybody else. But if you have cards that either increase the Tokyo bonus or give you extra turns, the VPs can start adding up. It's also something that comes into play once people get more VPs. It's tough to use, "stay in Tokyo" as a way to go fro 0 to 20 but it's definitely a way to go from 14 or 15 to 20.
