For me, games usually end with the last one standing. However, there have been times when people have snuck in and taken the VP victory while others were beating on each other. It's something you just have to read while you're playing. If no one wants to be in Tokyo, that's the time to go in and park for a while, forcing them to unseat you. If everyone is trying to do as much damage as possible, then you should maybe try to sit back, collect energy, and try to build yourself up. I usually slow play it at the beginning, then run in ad people get weaker to try and cause some damage. I tend to not go for victory points, as it seems like that is a distraction for a lot of people. Just let the VPs come naturally, and then adjust your strategy as the game evolves.
