I don't know anything about the translation issues and have the game in English so it's quite clear that you cannot use hearts in Tokyo. Maybe there's an issue with translation or maybe the rules were clarified after translation with more recent versions (I'm not sure which order they were released in so couldn't be sure).
The english one is not the original one, and as far as i know, one of the worst of all translations from the original french version, so the english one is mainly a reference for nothing.
