Thanks for the detailed instructions here. So it seems like if the two human players keep hitting each other and swapping Tokyo each turn, the guardian would stay idle. The person in Tokyo essentially knows that after he is hit by the human monster, if he decides to stay, essentially there is one more attack coming from the guardian before it's his turn again.
