It doesn't show that at all. It might be right that somebody always will be, but that's not what this thread shows. Show me how offering promos through a lottery is SOP. It's far more likely they just stop offering them altogether. I'm not sure I see your point. Instead of there being NO way for you to get the promos (outside of paying through the nose for them on ebay), they're making a few more available through PROMOTIONAL giveaways.
Some promos I missed out on that are now out of print:
Eclipse: Supernova (though I may still get lucky and they may yet put it in the planned fan pack with the individual ships, but this is far from confirmed and it hasn't been available since I purchased Eclipse)

Ghost Stories: Infernal Die
And that's just to name a couple. Hell, there are whole expansions that went out of print before I found out about the game. Them's the breaks. I won't be paying hundreds of dollars for the Doom expansion, despite the fact that I enjoy the base game I managed to find. I won't be paying hundreds of dollars for Descent: Tomb of Ice, even though it's the only damn expansion I'm missing, and I REALLY want the figures and items.
I just don't see where this entitlement comes from. I missed out on the Glory to Rome: Black Box kickstarter because I only found out about it 3 days after it closed. I won't ever get those mini camps and risers unless I make them myself. How is this any different? The promos were widely available though BGG for a limited time (twice, in fact). Now, there's only a few left and they want to use them to promote their games by using them in giveaways on their site.
I am very confused about your reply and the errors in it. You already said one of the promos you missed may very well be in a future expansion and the 7 Wonders promo you missed has already been announced as being in the next expansion. I don't get where it is such a bad idea to print stuff for a game for which there is a high demand. I don't agree with you calling it entitlement and apparently one other person in this thread doesn't see it that way either, but here's entitlement so you can see what it looks like, as someone who purchased King of Tokyo, Power Up and two other games the company offers with nary a mention of promos being offered or available anywhere, I am entitled to gripe about being slighted in that way and not liking it.
