I say the damage would keep going. It is not an infinite loop as the die roll prevents that from happening. I don't remember anything in the rules that says a cards ability can only be used once. In fact, if you have the energy to pay the cost of a cards effect you can do it more than once. So I don't see why these would be different.The damage roll for the lighting armor doesn't say "may" so you would have to roll for the damage.
I think you are correct with the RAW and RAI of the card. Determining the self damage is hard because it could thematically could be argued both ways. Electric armor is dangerous to have or, being a robot, he would be built with the appropriate fail safes for the armor. In the end I think we would not make him damage himself.
