I believe Telepath allows you to reroll an opponent's die, but I might be thinking of a different card.
You are thinking of Psychic Probe "You can reroll a die of each other monster once per turn. If the reroll is a heart discard this card."
The Telepath card is only for on your turn and allows you an extra reroll of any amount of dice for one energy. You can use the card more than once if you have more energy.
