It's like saying "I'll give you four apples for your four oranges?" I may be totally wrong and you are correct but if you think about how good this power up is against it's disadvantages, it's literally a winning card.

You are over thinking it, and YES Wings is a strong card, especially at lower player counts. King of Tokyo is meant to be a light bash them up game. Symmetry is definitely not in the equation here, so relax and go with the flow of the game.
