"If Tokyo Bay is unoccupied but Tokyo City is, the Monster who attacks Tokyo deals damage to the monster controlling it, then takes control of Tokyo Bay - or Tokyo City if the damaged monster abandons Tokyo City."To the last question, there is no official rule about sliding over from Tokyo Bay to Tokyo City if it becomes available. The only time this would matter is if The number of players drops below 5 and there are two monsters in the city. In this case, the monster in Tokyo Bay leaves.
Since there is no official slide over rule, I would assume you don't slide over. It would seem very rare that this would make a difference, but I don't know.
