Seems like an odd decision to buy Cthulhu given your assertions that the monsters are "irrelevant" and obtaining extras is "completely unnecessary". I would think that someone of that opinion would see no value in the monster packs.
No. I see no value in worrying about not having some existing parts of this game that are hard to get for various reasons, and then being put out that they are hard to get for various reasons, and then declaring a fatwa on the company because I can't have all the stuff I want at the price I want to pay.
I got Cthulhu 'cause it was not expensive and funny. I did not get Kraken and Cyber Bunny as to do so meant buying a whole, otherwise redundant game for $40 just to get two characters that I don't need in any possible sense, as not having them has no impact at all on the functioning of the game.
Would it have been nice for them to have offered the possibility to get Space Penguin and Cyber Kitty *without* buying the whole 2nd edition game? Yes. That would have been nice. But, again, I don't run a game company, and don't know the ins and outs of distribution chains and production runs, and as such, I don't know the cost/benefit analysis of such a plan. But your inability to get Space Penguin and Cyber Kitty is pretty much the exact same issue as my inability to get Kraken and Cyber Bunny. I *can* get those elements to the game if I really want. But I'm not interested in doing that. As not having them has no negative impact at all on actually playing the game, and doing so costs more money than I'm willing to spend for that particular aspect of the game.
If you really want those two new characters? There are ways to get them. Including spending money. Or, conversely, you can just not have those two new characters, and not suffer any ill effects on the game that you presumably enjoy, as them not being available to a given game is, well, irrelevant to the working of the game.
