First, Wings is a known troublemaker, and has been discussed exhaustively in the forum. Feel free to search for it and read what people have already written.

On to the main event (which has also been discussed already)

How many players are playing the game?

Generally, collecting energy sucks in KoT, meaning you only win by rolling numbers and claws. Getting into Tokyo is helpful, but only if you can stay there. If multiple players are trying to get into Tokyo, it makes sense to stay out so you don't get attacked as the other monsters bounce back and forth. If no one is trying to get into Tokyo, that's when you want to be there. If you can start in Tokyo even once, you can keep rolling for claws, collecting VP incidentally and forcing the other players to heal.

If the one player (shall we call them "Juby"?) keeps winning it tells me that other players are not playing well, and are fighting for Tokyo when it isn't advantageous to do so. Juby probably has the right idea: stay out of Tokyo to avoid being attacked. Then you can race Juby for victory while the other monsters beat each other up and generally lose. If they start focusing on healing and rolling for points, that's your chance to go in Tokyo and go aggro. Juby and the others will be forced to heal and won't be able to roll triples without risking death.

I think the fact that energy sucks so much in the game is a problem with this game. If you're up for house-rules, have a look through the variants forum for ways to fix it, which will make the game way more fun, imho.
