For what it is worth, there are a couple functional changes in the new version of the game:

1) A few of the power cards are have different wording and effects (Battery Monster is a totally different card; Plot Twist has a specific functional change in the wording; there are a probably a couple other card tweaks).

2) You no longer need to roll a claw to enter Tokyo (or Tokyo Bay) if it is empty. If Tokyo is empty at the end of your turn for whatever reason, you go in. Which isn't a huge change to the game, but does change the flow a little (i.e. you can't forever avoid entering Tokyo by avoiding claws if someone has left it open).
