If an attack somehow ends up doing no damage then it is no longer considered an attack for the purposes of cards like Poison Spit and Herbivore.


So, technically you are attacking an empty Tokyo, but not an attack for card effects. As you are 'attacking' you are still forced into Tokyo though, again per the rules.
