The closest I've seen is the rules saying it only counts as an attack if a claw is rolled. The rules also say this in for yielding," If a card allows a monster to leave Tokyo with no damage from an attack, the attacker still occupies Tokyo." I think the only card that would count as is Jets, so I don't know why it wasn't directly referenced unless it's meant to apply to other cards.

Also, the rules say if an attack ends up doing no damage, it is not considered an attack for the purposes of cards like Poison Spit, so I'm not sure if that applies to being in Tokyo too.

But! Lets look at terminology. Poison Spit (and Shrink Ray and Herbivore etc) specifically say 'deal damage.' Rules say if you are 'attacked' you can yield, not if you 'take damage.' So I'm inclined to believe you can yield Tokyo if you are attacked (someone rolled a claw to attack you) even if you don't take damage. Attack and Damage are treated as two different terms.
