In the German rule this is quite clear:
"The monster can only leave Tokyo if damage is taken but not if the attack is reduced to zero e.g. by another card."

Looks like we need a tiebreaker. What do the Japanese rules say?
I believe it was clarified somewhere (I don't remember if it's in the rules or was somewhere on these forums) that it only counts as an attack if damage is actually dealt. So if you reduce the damage to zero it no longer counts as being attacked.
I'll see if I can find the reference.
