You are correct on all counts. However if you can stay in Tokyo until your next turn, you get 2 VP and a chance to attack everyone outside of Tokyo. This may be harder to do with more players. Although with both 4 and 5 players, there are usually 3 monsters outside of Tokyo, so its probably not that much harder.
