If players believe that it's hard to survive a full round-the-table in Tokyo, they may re-roll claws to avoid going into Tokyo. This can make it easier to survive in Tokyo. I have played many 5-6 player games and I often see this. When there are 5 players in the game, being in Tokyo/bay may be safer than being outside, given that the 2 Tokyo monsters will be re-rolling hearts and often the 3 outside monsters re-roll claws if they are trying to avoid going into Tokyo.
To answer the OP: I enjoy KoT with 5 or 6 players at least as much as I do with fewer players.
