No it isn't - You miss a very important case:
You attack Tokyo. Monster in Tokyo leaves. You move into Tokyo. They you try to heal... -> fail. Healing is not allowed in Tokyo.
Order of resolving dice is players choice... the rules just lists the possibilities of resolving dice but it doesn't determine a specific order.
