I suspect good strategy is affected by "group-feel" and the inclinations of the players. In my two plays with my sister and girlfriend, my sister was focused on health and hated attacking others and my GF just accumulated stuff but not with a strategy in mind. (you can see how deeply involved she was in the my DIY test game)
So yeah for me the take and hold tokyo strategy worked fairly well, though I my sister did win one game with a bunch of 3VP rolls capping it off with five dice 1VP set.
