I don't recall seeing "official" rulings on this but my understanding in multiple discussions on the topic is that all dice resolution happens essentially simultaneously. This means that, yes, you do still get to benefit from heart results on a turn in which your attack made you enter Tokyo.

No. I don't recall where I've seen this (not looking at the rulebook right now) but there was a ruling the specifically called out that you are only considered to be "attacking" a monster if you resolve 1 or more claws. Cards by themselves do not constitute an attack without claw results.
