A Nitpick ... The deck provided for catan doesn't eliminate luck it just standardizes the probability of a certain number and in the example mentioned above it had nothing to do with a statistical anomoly, luck is still very much prevalent with the deck. And as you mentioned
As soon as the game reaches a situation where one random event decides the outcome of the game, that event stands alone.


That means that the statistical average of certain numbers appearing over time is irrelevant it's just the simple result of 2 dice that lost the game. So no the deck wouldn't have fixed that situation.

And I'm assuming by your statement that you didn't think the best player won then? Had you won would you also say "YES! I won on a single die roll!!!"
