OK, firstly--Thank you for the answers! "My Team" was my 6 year old and I.

And yes--I saw that the Nuclear Power Plant had discard, but we had another disagreement about whether it was immediately playable (too much Settlers of Catan...). I didn't care since we were likely to win the next turn either way.

So takeaway--all paws played at once! And all discard cards played at once!
