I am confused about your second answer. My question was, in the scenario of a new game with Tokyo vacant, if you resolve and end up with 1 attack die (claw), do you just enter Toyko only or do you enter then wield 1 attack to the outsiders? I am guessing - just enter.
But, if you have two claws, I assume you can enter with 1 claw then attack with another claw (1 hit total to each outside monster)
No. If Tokyo is empty and you roll 2 or more claws it's bad luck for you. No additional attack. At the beginning of the turn you are outside. Then your dice are resolved and basically you attack Toyko from outside with the two claws. Nobody is in Tokyo -> no damage -> you go to Toyko.
