I am confused about your second answer. My question was, in the scenario of a new game with Tokyo vacant, if you resolve and end up with 1 attack die (claw), do you just enter Toyko only or do you enter then wield 1 attack to the outsiders? I am guessing - just enter.

No. All dice resolve at the same time. Once they are all resolved, you move in. The rulebook says that the first person to move into Tokyo does no damage.
As to your second question, no you cannot split your attack. You can't "one claw to enter, one claw to hit everyone" because you rolled two claws. All attacks resolve simultaneously at one hit for X damage (X being the number of claws you rolled) and THEN you move into Tokyo.
