As I said above, this is the problematic bit. It seems counter to what the rules say, but there is no card clarification for it. And as you say, 'always' should mean always. But it becomes incredibly powerful for only 4 energy like that. It would make healing, doing damage, and collecting energy all very easy to do. Also, if you re-rolled a '3' on your first roll and a '3' came up again do you get another re-roll. By the interpretation of 'always' you would, but that makes it incredibly (potentially game breakingly) powerful.
