If this isn't done the cards can get a little stale and they are either too expensive or undesirable. Either way people won't buy them. New players usually don't want to spend energy to wipe the cards (in my experience.) Also, new players seem to focus on victory points more than energy (in my experience.) After a player is comfortable with the game they tend to realize that buying cards makes the game much more FUN.

I would say the more your group plays the game the more comfortable they'll be with collecting energy and leveraging their attacks. They'll start buying more cards.
