And if two persons want to do something at the same time, how do you decide who gets to act first? The person who yells first that they want to do something? Or loudest? Or play a card first? Or grab the totem in Tokyo first?
The problem with this ruling, isn't that we disagree with it. But instead of solving a problem, it create a lot of new problems.

This is very rare in the base game. It will happen more in the expansion because of the play anytime cards that do not have a game state condition. The first cards to be resolved would be any that are being played because of a change in a game state they refer to. For cards that do not have a game state relation I would then try and resolve them next. If they can't be resolved simultaneously I would go with who tried to play it first. I believe the cards that use the player order or position around the table feel wrong as nothing else does that.
