And if two persons want to do something at the same time, how do you decide who gets to act first? The person who yells first that they want to do something? Or loudest? Or play a card first? Or grab the totem in Tokyo first?

The problem with this ruling, isn't that we disagree with it. But instead of solving a problem, it create a lot of new problems.

In theory this race condition is possible, but in practice it doesn't occur in this game. I have never seen any kind of race or stand-off in the many times I have played the game with the rules as clarified by Stephan, and I will assume that since the people arguing against it, don't even play that way to begin with, they haven't seen it either. It is always pretty cut an dry when a person is about to win or die or whatever with the exception of lucky rolls in which case we can hopefully agree occur when the die stop.

Also in regards to Andy's point about when an action occurs specifically, the faq does answer this question in regards to some specific actions where timing is kind of important by saying that they occur on declaration. This, however, is not a general answer and doesn't address his issues with when exactly a declaration is complete.
