There's nothing in the rules that suggests that KoT is a dexterity game. But there are however plenty of examples that you're allowed to respond to someone's actions. You don't have to decide if you want to use Wings before the next player starts rolling. You can wait and see how much damage you get before you use this card or another card that can help you out.

So there's neither a whoever-plays-first, or a reverse order stack in KoT, but you are allowed to respond to actions, so the order of which card is played first doesn't matter. If Garfield really meant that this was supposed to be a dexterity game where whoever shouted first got to act first, I would have believed that it had been mentioned or at least hinted to in the rules. But there's absolutely nothing that points to this.
