I don't see any prohibition against using Healing Ray on a monster currently in the city.

You can heal in Tokyo using cards, because the rule is that you cannot use hearts to heal.

"Neighbors" refers to the player turn order, yes.

This guy's right on all accounts. I believe it is official that you can use Healing Ray even when you're in Tokyo.

Also, yes you can have more than one poison or shrink ray counter if you're attacked multiple times by the player(s) that has it.
