I don't think this would necessarily increase the luck, it might actually be the opposite, because everyone would have many new tactical options with more energy cubes available.
Problem with any variant is that it requires lots of testing to see how it works out and if it unbalances the game too much.
Maybe you (or other people) could share your solution to get more use out of cards?
I think the double dose energy variant is a bit artificial. The fact that you can only buy one card per turn and can only have three keep cards at a time suggests that it probably swings the strategic choices too far in the other direction, where you pretty much have to roll for energy or be run over by other players and their powers.
As for my variant, I have a spread sheet, but my cards are all hand-written. I could share the spread sheet, but I don't know how helpful it is.
